Marcel C. LaFollette has written a comprehensive book on publishing in the sciences (Stealing Into Print, University of California Press, 1992), which includes a chapter on the role of editors and referees in the publication process.
David B. Resnik has written a useful general introduction, The Ethics of Science (Routledge, 1998), which includes a discussion of the publication process and a brief discussion of public funding of science and merit-based funding decisions. A more detailed discussion of the responsibilities of peer reviewers appears in Adil E. Shamoo and David B. Resnik, Responsible Conduct of Research (Oxford University Press, 2003). Note that the list of responsibilities is similar to that outlined in this module, although the list was arrived at independently.
Francis L. Macrina's Scientific Integrity: An Introductory Text With Cases, 2nd edition, (ASM Press, 2000) has a chapter devoted to publication and peer review as it relates to the publication process.
Gordan Moran discusses "dirty tricks" that can be played in the peer review process in his book entitled Silencing Scientists and Scholars in Other Fields: Power, Paradigm Controls, Peer Review, and Scholarly Communication (Ablex Publishing Corporation, 1998). As the title suggests, the author makes no secret of his perspective on publication issues.
