Federal Regulations

Code of Federal Regulations (CFR)
The regulations that have been developed to implement the Animal Welfare Act as Amended can be found in the Code of Federal Regulations, Title 9, Chapter 1, Subchapter A – Animal Welfare. This is commonly referred to as 9CFR. In four sections, the regulations contain definitions, regulations, standards, and rules of practice. Unlike some federal regulations that apply only to federally sponsored research, requirements related to the humane care and use of animals are very broad. All research, instruction, or education that involves the care and use of animals, regardless of sponsorship, is covered.

United States Department of Agriculture
In addition to the above, the United States Department of Agriculture Animal and Plant Health Inspection Animal Care Manual provides a number of USDA policies further clarifying the requirements of the Animal Welfare Act as Amended and 9 Code of Federal Regulations 1.

Public Health Service Sponsored Research
The Public Health Service has implemented the PHS Policy on Humane Care and Use of Laboratory Animals. This policy applies to all research that is funded in whole or in part with PHS funds. This policy implements the requirements for the care and treatment of animals in the Health Research Extension Act of 1985.

The Eastern Michigan University IACUC follows the requirements outlined in the manual: Institutional Animal Care and Use Committee Guidebook, 2nd edition, The Public Health Services Office of Laboratory Animal Welfare.
